Joseph Guy Marie Ropartz (15 June 1864 – 22 November 1955) was a French composer and conductor as well as writer of poetry. He was born in Brittany and his works often allude to his Breton heritage.
He seems to have written eight sets of organ works. This piece is the eighth from 'Vêpres du commun des saints' (1896). It is described as 2 vespers for the Magnificat (Antienne in 4th mode).
The words:' Manum suam aperuit inopi et palmas suas extendit ad pauperem' which seem to be from Proverbs
31:20 "She opens her arms to the poor and extends her hands to the needy."
