As David (Agnus Dei) said on his upload of Entree Pontificale a couple of years ago "I can't tell you anything about the composer."

All I know is he was from Belgium, and this piece was published in 1900 as part of his 'Messe de Noel'.

This piece calls for ff dynamics. It is a rather short piece. Not sure if it is playing the melody of any carol or not - I don't recognise anything.
