It is the "Sarabande Sacrae" by Arthur Wills (b. 1926), long-time Organist and Master of the Music at Ely Cathedral. Wills is well-known as a composer, organ recitalist and choir director.
This work was published by Cramer in 1976, for a publication entitled "The Cathedral Organist."
It is a kind of "mystic processional," starting quietly, building to a grand climax, and ending in a hushed E major.
I think that the Hereford organ, which I've played several times (the REAL one!), sounds just about right, especially since the really big reeds aren't needed on this one!
