Victor Herbert (1859-1924) had an "interesting" early life according to Wikipedia. The bulk of his musical life was in America as cellist, conductor and prolific composer.
As far as I can ascertain, this is the only piece he wrote for the organ, commissioned by the Aeolian Organ Company and only available to owners of Aeolian organs as paper rolls (as for a pianola). The score for this piece was transcribed from one of these rolls.
