Henryk Pachulski (1859-1921) was (shamelessly grabbed from Wiki) a Polish born pianist, composer and teacher.
Pachulski studied at Warsaw Institute and then Moscow Conservatory alongside Rubinstein. He was later Professor of Piano at the same Conservatory.
This is a piano piece but lends itself to the organ with virtually no arrangement other than registration.
Brasov is not (I find) the easiestorgan to really master - perhaps that's why it doesn't feature that often on CB, but I think it sounds really right for this music.
